500g lean chuck or round steak (all fat removed)
2 TBSPNS plain flour
1  onion, sliced
1 clove garlic, crushed
3 tsp brown sugar
2 carrots, thickly sliced

3⁄4 cup chicken stock
11⁄4 cups water
